Top Priority Need
    (Delete these prompts in the template when you add your own work for this section.)  This section of the paper is Step 3.  Step 3. Determine #1 top priority need in healthcare facility and identify healthcare facility policies and nursing practices related to need.  List the number one priority need and give the rationale(s) for why it is number one (common, high risk, safety, etc.).  Also refer to the grading rubric.
