In Skidmore v. Swift & Co., Congress created the Wage and Hour Division and directed the Administrator to promulgate guidance about the meaning of the statute. 

Do you agree that Congress should  enlist the services of an agency in administering a statute?  Why or why not?

Are there other benefits to charging the Administrator with front line enforcement of the statute?
